CVE-2020-13959 is a reflected cross-site scripting vulnerability in Apache Velocity Tools prior to 3.1. The issue is in VelocityView error-page handling, where the default error page reflects the vm/template file value derived from the request URL back to the user without proper escaping or output encoding. When an invalid or non-existent template path is requested, the "template not found" response can include attacker-controlled content from the URL. By supplying a crafted URL containing a JavaScript payload in the vm file/path component and inducing a victim to visit it, an attacker can cause arbitrary script execution in the security context of the vulnerable site.
