CVE-2023-1998 is an improper isolation flaw in Linux kernel handling of Spectre v2 (Branch Target Injection) mitigations on systems using simultaneous multithreading. A userspace process can request speculation control through PR_SET_SPECULATION_CTRL, including in conjunction with seccomp, but the kernel can fail to provide the expected cross-thread protection when plain (legacy) IBRS is selected. The kernel determined that explicit STIBP was unnecessary because IBRS implicitly protects against cross-thread BTI. However, legacy IBRS is cleared on return to userspace for performance, removing that implicit protection and leaving the process vulnerable to branch-target injection from a sibling hardware thread.
