CVE-2023-20911 is a local privilege escalation vulnerability in Android affecting versions 11, 12, 12L, and 13. The flaw is in the addPermission function of PermissionManagerServiceImpl.java, where resource exhaustion can cause permission settings to fail to persist correctly. This persistence failure can create a condition in which permission state is not reliably enforced, enabling elevation of privilege on the local device. Exploitation does not require user interaction and does not require additional execution privileges beyond the ability to trigger the vulnerable condition on an affected system.
