CVE-2023-26049 is an improper syntactic validation flaw in Eclipse Jetty cookie parsing. When a cookie value begins with a double quote, affected Jetty versions continue parsing until a closing quote, treating embedded semicolons as part of that value rather than cookie delimiters. A crafted Cookie header can therefore cause multiple logical cookies to be interpreted as one quoted cookie value. This enables cookie smuggling, can produce application-specific unintended behavior, and can expose values from otherwise separate cookies when the receiving application renders or otherwise discloses the attacker-controlled cookie value.
