CVE-2023-26209 is an improper restriction of excessive authentication attempts vulnerability in Fortinet FortiDeceptor 3.1.x and earlier. The issue affects the login form, which can be targeted with numerous HTTP requests by a remote unauthenticated attacker. Because the application does not sufficiently restrict or throttle excessive authentication attempts, repeated requests to the login interface can drive increased resource consumption, resulting in partial exhaustion of CPU and memory on the affected device.
