CVE-2023-28249 is a Windows Boot Manager vulnerability in the Windows boot environment that can be used to bypass security protections. It is identified as one of several closely related “dubious disk” variants affecting boot components and enabling arbitrary code execution in the boot environment. The issue is associated with the pre-OS trust boundary enforced by Windows Boot Manager and related BitLocker boot protections, allowing a crafted boot-time condition to subvert intended security checks before the operating system fully initializes.
