CVE-2023-3128 is an improper authentication vulnerability in Grafana's Azure AD OAuth integration. Affected Grafana versions validate Azure AD identities using the email claim. In Azure AD, the profile email value is neither unique nor immutable; an attacker can modify or supply an email claim corresponding to another Grafana user. When Grafana is configured to use a multi-tenant Azure AD OAuth application, this can cause Grafana to associate the attacker's Azure AD identity with the targeted local account.
