Apple states the issue was caused by a logic issue and was addressed through improved checks. Gatekeeper is a macOS security control intended to verify and enforce trust decisions for applications before execution. A bypass of this mechanism can allow an application to evade expected security validation and execution restrictions. The issue was fixed in watchOS 9.5, macOS Ventura 13.4, macOS Big Sur 11.7.7, macOS Monterey 12.6.6, iOS 16.5, and iPadOS 16.5.
