CVE-2023-3446 is an uncontrolled resource-consumption vulnerability in OpenSSL Diffie-Hellman parameter validation. DH_check() rejects modulus p values exceeding the normal 10,000-bit limit, but continues performing other expensive checks using the oversized supplied modulus after identifying it as too large. This can cause excessive processing time when validating attacker-controlled DH keys or parameters. The issue also affects DH_check_ex() and EVP_PKEY_param_check(), which invoke the affected validation logic, and the dhparam and pkeyparam command-line applications when used with the -check option. OpenSSL SSL/TLS is not affected. OpenSSL 3.0 and 3.1 FIPS providers are not affected.
