CVE-2023-39964 is an arbitrary file read vulnerability in 1Panel, an open source Linux server operation and maintenance management panel. In 1Panel version 1.4.3, the LoadFromFile function in api/v1/file.go reads a file path directly from the request parameter parameter[path] and uses it without adequate validation or filtering. Because the supplied path is not properly constrained to an intended directory or allowlisted file set, an attacker can cause the application to read arbitrary files from the underlying server filesystem.
