CVE-2023-40033 affects Flarum before version 1.8.0. An authenticated user with a basic forum account can upload a crafted avatar file containing a URL while spoofing its MIME type. Flarum passes the supplied content to the intervention/image package, which may interpret it as a URL and retrieve the referenced resource. This behavior enables blind server-side request forgery and disclosure of arbitrary local file contents, including use as a blind oracle.
