CVE-2023-45806 affects Discourse prior to 3.1.3 on the stable branch and prior to 3.2.0.beta3 on the beta and tests-passed branches. If a user has been quoted in posts and their full name contains a pipe character (|), that user can trigger a bug by later updating their full name again, causing Discourse to generate large amounts of duplicate content in posts where they were previously quoted. Based on the available information, the issue is an application logic flaw in quote/name handling that results in uncontrolled content duplication rather than code execution or unauthorized data access.
