CVE-2023-53365 is an integer-underflow vulnerability in the Linux kernel IPv6 multicast-routing implementation. In an affected VLAN configuration on the IPv6 PIM register interface, Duplicate Address Detection traffic can traverse reg_vif_xmit() and invoke ip6mr_cache_report(). That function passes the negated packet network offset to skb_push(). Because skb_push() accepts an unsigned length, a negative offset is converted to a very large unsigned value, moving the skb data pointer outside its valid buffer range. The resulting skb_under_panic condition triggers a kernel BUG.
