CVE-2024-36927 is an uninitialized-value access in the Linux kernel IPv4 packet-construction path. A race between changes to the IP_HDRINCL socket option and execution of __ip_make_skb() can cause the function to treat a socket buffer as containing an ICMP header when no such header is present. The fix uses FLOWI_FLAG_KNOWN_NH from the flow state instead of the mutable socket HDRINCL state, and explicitly initializes fl4_icmp_type and fl4_icmp_code in raw_sendmsg().
