CVE-2024-38474 is an improper substitution-encoding flaw in Apache HTTP Server mod_rewrite affecting versions 2.4.59 and earlier. Unsafe RewriteRule configurations can process an attacker-supplied encoded question mark in a backreference inconsistently with a literal question mark in the rule substitution. This can cause the effective rewritten path to be truncated or otherwise interpreted differently by Apache request-processing components, defeating assumptions about the final filesystem path or query string.
