The vulnerability is caused by a missing capability check in the newsblogger_install_and_activate_plugin() function. Because the function does not properly verify whether the calling user has sufficient privileges to perform the action, authenticated users with subscriber-level access or higher can invoke functionality that allows arbitrary file upload to the server. Uploading attacker-controlled files to the web server can lead to execution of malicious code depending on server configuration and the nature of the uploaded file.
