CVE-2025-20165 is a denial-of-service vulnerability in the SIP processing subsystem of Cisco BroadWorks. The flaw is caused by improper memory handling when the product processes certain SIP requests. By sending a high volume of crafted SIP requests to affected BroadWorks Network Servers that handle SIP traffic, a remote unauthenticated attacker can trigger memory exhaustion. Once available memory is depleted, the affected Network Servers are no longer able to continue processing incoming SIP requests, causing service disruption. Recovery requires manual intervention.
