CVE-2025-21867 is a use-after-free vulnerability in the Linux kernel BPF program test-run path for XDP. An invalid user_data length supplied through bpf_prog_test_run_xdp() can reach bpf_test_init() without ensuring that it is at least the Ethernet-header length. Subsequent processing builds an skb and invokes eth_skb_pkt_type(), which accesses packet data that does not contain a complete Ethernet header. The upstream fix makes bpf_test_init() reject user_data values smaller than ETH_HLEN.
