CVE-2025-22828 is an improper access validation issue in Apache CloudStack affecting versions from 4.16.0. CloudStack allows users to add and read comments (annotations) on resources they are authorized to access, but due to insufficient authorization checks, a user with an account and access, prior access, or knowledge of resource UUIDs can list and add annotations for resources beyond their current authorized scope. The flaw affects the annotation-related API functionality, specifically listAnnotations and addAnnotation, allowing unauthorized reading of existing comments and insertion of attacker-controlled comments on resources identified by known UUIDs.
