CVE-2025-38110 is an out-of-bounds read/write vulnerability in the Linux kernel net/mdiobus subsystem. The Clause 45 MDIO ioctl handling path accepted an MDIO PHY address without verifying that it was within the kernel-supported range of 32 PHY addresses. A caller supplying an out-of-range address could cause an out-of-bounds access to the MDIO bus statistics array during a Clause 45 read or write operation. The upstream fix validates the MDIO address before executing the Clause 45 operation.
