CVE-2025-38468 is a Linux kernel net/sched flaw in Hierarchy Token Bucket (HTB) queueing discipline processing. During HTB dequeue processing, a netem child qdisc can enqueue a packet to a blackhole child qdisc. The blackhole qdisc drops the packet, causing backlog reduction and deactivation of the sole class in a selected HTB priority red-black tree. This leaves the tree empty. When dequeue processing subsequently calls htb_lookup_leaf for that same priority tree, the function reaches a BUG_ON assertion rather than handling the empty tree. The upstream correction makes htb_lookup_leaf return NULL for an empty tree, which is safely handled by htb_dequeue_tree.
