CVE-2025-54962 is an arbitrary file upload vulnerability in the webserver component of OpenPLC Runtime 3 through commit 9cd8f1b. The /edit-user endpoint allows an authenticated user to upload arbitrary files, including web-accessible content such as .html or .svg files. Uploaded files are then exposed under the /static URI, making them directly retrievable over HTTP. Based on the available information, the flaw is caused by insufficient restriction of uploaded file types and unsafe publication of user-supplied files into a publicly accessible static content path.
