CVE-2026-23559 is an authorization flaw in XAPI Role Based Access Control affecting the handling of the VBD.other_config:backend-local setting. A user with the lower-privileged vm-admin role can set this parameter even though the capability should be restricted to a more privileged administrative role. By doing so, the attacker can cause arbitrary files in dom0, the Xen control domain, to be treated as VDIs and attached as virtual disks to a VM under the attacker’s control. This breaks the intended RBAC boundary between guest administrators and the host control domain and enables unauthorized access to host-resident files.
