CVE-2026-23561 is an authorization flaw in XAPI role-based access control in which a user with the lower-privileged vm-admin role can set the VM.other_config:storage_driver_domain field, an operation that should be restricted to a more privileged administrator role. By assigning a VM as the storage driver domain for a particular host storage connection (PBD), the attacker can alter how XAPI tracks that storage relationship. If the marked VM is then shut down, the associated PBD can be incorrectly recorded as unplugged even though it remains connected. The issue stems from inadequate restriction of sensitive configuration settings within XAPI RBAC.
