CVE-2026-23562 is an authorization flaw in XAPI role-based access control affecting PCI passthrough configuration. PCI passthrough configuration is intended to be restricted to the fully privileged pool-admin role, but one API omitted the required privilege check. As a result, a lower-privileged vm-admin user can invoke that API to configure PCI passthrough despite not being authorized to do so. The issue is a privilege-boundary failure in administrative control enforcement rather than a memory-safety bug, and it enables access to host hardware that should remain unavailable to the vm-admin role.
