CVE-2026-40981 is a high-severity authorization bypass vulnerability in Spring Cloud Config Server when it is configured to use Google Secrets Manager as its backend. The flaw allows a client to craft an HTTP request that causes the server to resolve and return secrets from unintended Google Cloud Platform projects. The issue stems from project resolution logic in the Google Secrets Manager access strategy that accepted a client-controlled project identifier from an HTTP header without sufficient validation or authorization checks. As a result, the server could query secrets from any GCP project that the Config Server's service account was permitted to access, rather than being limited to the intended project context. Affected versions are Spring Cloud Config 3.1.0 through 3.1.13, 4.1.0 through 4.1.9, 4.2.0 through 4.2.6, 4.3.0 through 4.3.2, and 5.0.0 through 5.0.2.
