CVE-2026-63087 is a critical missing-authentication vulnerability in Grafana OnCall affecting versions through 1.16.11. An unauthenticated remote attacker can send a POST request to an internal plugin install endpoint and use hardcoded default stack_id and org_id values exposed in the public source tree to obtain a valid PluginAuthToken. Because the endpoint performs a critical function without proper authentication, the attacker can bootstrap trusted access intended for internal plugin operations. Once the token is obtained, it can be used to authenticate to internal API endpoints, create arbitrary administrator accounts through the user-context header bootstrap path, revoke the legitimate plugin token, and modify organization settings such as the Grafana integration URL and API token to redirect platform-to-platform API traffic under attacker control. The issue can lead to full administrative takeover of an exposed Grafana OnCall instance.
