Concrete CMS 9.5.0 and earlier contains an insecure direct object reference combined with an authorization-level flaw in the Express association Reorder dialog. In affected deployments, an authenticated user who has only view permission on one Express entry can interact with the reorder functionality in a way that improperly affects the ordering state of other related entities. The issue is only relevant on sites that use Express and depend on Express entity ordering. The vulnerability results in unauthorized cross-entity state tampering rather than code execution or data disclosure.
