webpack-dev-server contains an unintended proxy/intermediary vulnerability when a user-defined proxy configuration has an overly broad context, such as "/", and enables WebSocket forwarding with "ws: true". The proxy can intercept the development server's own Hot Module Replacement (HMR) WebSocket connection and forward it to the configured backend target. This causes browser cookies and the Origin header associated with the HMR connection to be disclosed to that backend, bypasses the development server's Host and Origin validation, and results in both the HMR implementation and proxy attempting to write to the same socket.
