An Iran-linked espionage cluster tracked as Greenbug and OilRig/APT34 targeted telecommunications providers in South Asia while relying on a broader toolkit built for stealthy persistence, credential theft, and covert command-and-control. Symantec reported intrusions spanning at least April 2019 to April 2020 in which attackers used email lures and malicious CHM and HTA files for initial access, then moved through victim networks with tools including Covenant, Cobalt Strike, Mimikatz, Plink, Bitvise, PowerShell, BITSAdmin, and webshells. In one intrusion that lasted about six months, the operators focused on harvesting credentials, maintaining privileged access, tunneling into internal systems, and testing access to database servers inside telecom environments.
Multiple reports tie that activity to established OilRig tradecraft, including Exchange-focused .NET webshells planted under /owa/auth/, scheduled-task persistence, and extensive use of DNS tunneling to hide C2 and exfiltration traffic. Unit 42 and IronNet described tools such as ISMAgent, Helminth, ALMACommunicator, BONDUPDATER, QUADAGENT, and PoisonFrog, which encoded tasking and stolen data into crafted DNS subdomains and used A, AAAA, or TXT responses to pass commands. NSFOCUS said a leaked APT34 toolkit exposed PowerShell RATs, webshells, the Webmask DNS/HTTP hijacking tool, and more than 12,000 weak passwords, while earlier ClearSky reporting showed Greenbug delivering ISMAgent through an Office exploit for CVE-2017-0199 and certutil.exe-decoded payloads, underscoring a long-running pattern of low-profile access operations and intelligence collection.

On February 6, 2020, attackers executed PowerShell after w3wp.exe, suggesting possible webshell use, then searched for web.config files and decrypted connectionStrings with aspnet_regiis.exe to recover credentials.
On October 11, 2019, attackers executed a malicious PowerShell command to install a Cobalt Strike Beacon module during one documented Greenbug intrusion into a South Asian telecom organization.
Symantec described one case in which Greenbug maintained access to a victim organization from October 2019 to April 2020 while stealing credentials, moving internally, and testing access to database servers.
On April 18, 2019, a toolkit attributed to APT34/OilRig was sold on a Telegram channel under the false name "Lab Dookhtegan," exposing PowerShell RATs, webshells, and the Webmask tool.
Symantec assessed that at least one telecommunications victim in South Asia appears to have been first targeted as early as April 2019 as part of the Greenbug espionage campaign.
NSFOCUS reported that a toolkit attributed to APT34/OilRig had already been released and sold online in mid-March 2019 under the false name "Lab Dookhtegan."
Unit 42 said it had tracked OilRig since early 2016. NSFOCUS also cited a FireEye report from November 4, 2017 stating that APT34 exploited CVE-2017-11882 using tools similar to those later leaked.
Symantec said its 2017 research found evidence that Greenbug was present on an organization's network prior to a wiping attack involving W32.Disttrack.B (Shamoon), suggesting a possible but unproven connection between the actors.
Unit 42 reported that the Iran-nexus threat group OilRig had used DNS tunneling in operations since at least May 2016 across multiple custom tools.
ClearSky documented a GreenBug campaign using a malicious Office document named "change managment.dot" that exploited CVE-2017-0199, fetched a remote RTF, and ultimately decoded an ISMAgent payload with certutil.exe.
