Leaked records from Chinese intelligence vendor ZRON show that identifiable customers were predominantly public security units, with recorded purchases favoring data processing, translation and written reports over intrusion tools. Sales logs maintained by five salespeople between August 2025 and June 2026 contain roughly 300 unique client codes; at least 26 show recorded contracts, payments or deliveries. The records describe a broad offering that includes remote-control implants, covert email collection, relationship mapping and AI-drafted reports, but do not establish that every advertised capability was purchased or deployed.
The findings highlight ZRON’s role in turning collected data into usable intelligence for police, rather than solely supplying tools to obtain it. The Wall Street Journal reported on September 16, 2026, that ZRON used AI to make stolen foreign government data easier for police to analyze, with Russia and Pakistan among the targets. For defenders, the reporting underscores that the intelligence value of stolen data extends beyond initial compromise: translation, relationship mapping and automated reporting can make it easier to exploit.
