Leaked ZRON documents reveal how a Chinese commercial cybersecurity company used a network of other firms to serve government intelligence customers, maximize profits, and contribute to state cyber capabilities, according to the Natto Team. The researchers assessed that the relationships resemble those documented in the 2024 i-SOON leak, highlighting the role of interconnected commercial suppliers in supporting China’s government cyber and intelligence requirements.
The documents identify two important demand drivers: government clients’ performance-assessment requirements and a tiered system for adopting open-source intelligence across regional, ministerial-level, and top-level intelligence consumers. These mechanisms incentivize ZRON and similar suppliers to tailor products and services to government intelligence priorities, even as they face intensifying vendor competition, uncertain government budgets, tighter procurement processes, and organizational restructuring.
